Recognised as a leading junior, Bilal’s practice encompasses inquest and public inquiries, personal injury, fatal accident and Human Rights Act claims. He has significant public law expertise appearing at all levels from the Upper Tribunal to the Court of Appeal in substantive appeals and judicial review proceedings. Bilal also undertakes healthcare work and has dealt with regulatory proceedings brought against medical and social care professionals.
Bilal acts for government departments, police forces, local authorities and quasi-public companies. He is often instructed in complex cases where the issues require sensitive handling and have reputational impact. Recent notable cases include the Grenfell Tower Inquiry, the inquest into the death of Caroline Flack and R3 v SSHD (appeal against deprivation of citizenship).
